Rather than relying on traditional, qualitative models, the team brings an engineer’s precision to organisational transformation, measuring belief systems, communication patterns, and cultural drivers to help clients make smarter, evidence-based decisions.

The company has recently enhanced this data-led approach with a new suite of products designed to help organisations build a stronger foundation for change and improvement. This includes a set of training materials focused on upskilling client teams and reducing the risk of change failure; a one-day innovation workshop that produces leadership-approved initiatives ready to launch immediately; and a series of maturity assessments that clearly identify areas for development and provide practical guidance for improvement. Upcoming innovations include a new ‘knowledge-as-a-system’ offering, designed to make expert consultancy more accessible to smaller organisations.

What is ISO/IEC 20000-1?

ISO/IEC 20000-1 sets out the requirements for establishing, implementing, maintaining, and continually improving a service management system (SMS). The standard ensures that organisations have the right processes, governance, and roles in place to deliver reliable, consistent, and business-aligned IT services.

The standard covers all key areas of IT service management, including:

Burrum River Advisory: pause on NHS subsidiaries risks stifling innovation

Bramble Hub partner Burrum River Advisory, specialist in financial advice for the NHS, has sounded a warning that a new policy on NHS subsidiaries risks stifling innovation.

In late September, NHS England announced a pause on the establishment of new NHS subsidiaries, pending a national consultation and updated guidance. The move follows pressure from trade unions – particularly Unison – who expressed concern that the growth of wholly owned subsidiaries could undermine the “principle of a single NHS workforce”. The change in direction marks a significant shift from earlier encouragement for trusts to explore new subsidiary structures, especially for back-office and corporate services.

Subsidiaries, in different guises, have long been used by NHS Trusts as a flexible mechanism to deliver efficiencies, attract specialist expertise, and support innovation in estates, facilities, and pharmacy operations. Under the new policy, any new subsidiary formation or transfer of staff will require union backing, effectively pausing a number of active projects across the country.

The decision creates a paradox. While outsourcing to private companies remains permitted, NHS-owned subsidiaries – structures that keep control and accountability within the public sector – are now off the table. Rhiannon Williams, of Burrum River Advisory noted that “… it seems counterintuitive for NHS subsidiaries – which keep services within public ownership – to face more constraints than outsourcing arrangements with private firms.” The change could discourage the kind of innovative service models that have successfully improved efficiency and outcomes in several Trusts over recent years.

NHS England has stated that the pause aims to “listen carefully to staff and union concerns” while reviewing the guidance to ensure transparency and fairness in workforce management. However, many in the sector view this as a politically cautious response to union pressure, rather than a long-term strategic shift. “Some of the most innovative things that have been done in the NHS have involved different structures,” Rhiannon added. “This pause is likely to make some innovations much harder to implement.”

As the consultation progresses, Trusts and partners will be watching closely to understand how the new guidance might balance workforce reassurance with the NHS’s ongoing need for flexibility, innovation, and sustainability.

Invision360 providing EHCP audit software to Bristol City Council

Bramble Hub and our partner Invision360 have secured a contract with Bristol City Council to provide software supporting the management and auditing of Education, Health and Care Plans (EHCPs).

Bristol City Council delivers a broad range of services to more than 460,000 residents across the city, including education, social care, housing, transport, and public health. Its Children’s Services team works to ensure every child and young person in Bristol has access to quality education and support.

Invision360 is a specialist software provider focused on enabling local authorities to audit, evaluate and enhance the quality of their EHCPs. Their modular system helps councils to monitor performance, identify improvements and ensure compliance with statutory requirements efficiently.

The contract was awarded through the Crown Commercial Service Back Office Software 2 Framework (BOS2), with Bramble Hub acting as prime supplier and Invision360 as delivery partner.

Clear Star: bringing adaptability and efficiency to public sector organisations

The public sector is, more than ever, under pressure to deliver more responsive and efficient services within a chaotic environment. Traditional hierarchical structures, once effective at driving efficiency, now struggle to deliver value for money and keep pace with evolving citizen expectations, technological change, and operational complexity.

Clear Star, a Bramble Hub partner, is helping the public sector embrace a new way forward: building adaptability and efficiency into the way government works through new organisational and operating models.

The limits of top-down efficiency drives

As Peter Gardiner of Clear Star highlighted in a recent blog post, many efficiency initiatives in government fail because they rely on centralised targets and cost-cutting. These top-down approaches can miss the real opportunities for improvement, and often generate resistance.

Instead, Peter argues that efficiency should be designed into the system itself. By creating local incentives, embedding accountability, and giving teams the authority to adapt, organisations can continuously identify waste, optimise resources, and improve outcomes. In this way, efficiency becomes a sustained capability, not a one-off intervention.

Funding portfolios, not projects

Clear Star’s Matt White summarises the company’s approach: “Shifting from project funding to portfolio funding allows government to adapt quickly and continuously deliver value to citizens.”

A practical example of this approach is Clear Star’s work with a major government department (case study – PDF). The department had previously relied on hundreds of project-based business cases, each taking up to two years to secure approval. This slowed delivery, increased costs, and reduced the organisation’s ability to respond to operational needs.

Clear Star supported the department in piloting a Capability Portfolio Management Business Case model. This shifted funding away from individual projects and programmes, and instead supported portfolios of services with rolling approval processes. The impact was significant:

  • Around 80% fewer business case submissions
  • 60% faster approval times
  • Savings equivalent to multiple full-time roles
  • Greater empowerment for service leaders to adapt resources based on user needs
  • Alignment of finance, commercial, and delivery teams to support the new approach

This shift not only reduced inefficiency but also established new incentives for adaptability and cross-functional collaboration.

Embedding efficiency

Clear Star’s approach emphasises that adaptability and efficiency are not just about process reform, but also require changes to culture and incentives. Their work shows the value of:

  • Setting clear guardrails while allowing local autonomy
  • Delegating decision authority to those closest to the work
  • Encouraging experimentation and test-and-learn practices
  • Aligning funding to outcomes through annual portfolio reviews
  • Creating feedback loops that reward optimisation and improvement

By building these principles into the operating model, efficiency becomes continuous, sustainable, and self-reinforcing, and so organisations become more effective.

Peter Gardiner says that Clear Star doesn’t see itself as a change management organisation; rather, they “… help organisations transition to what they can be: purpose-led, people-first, adaptable, and efficient.”

Bramble Hub and Invision360 win contract with Wirral Council for education audit tools

Bramble Hub and our partner Invision360 have been awarded a new contract with Wirral Council to provide digital tools supporting education services.

The project will deliver Invision 360 software modules designed to help streamline the auditing of annual reviews and Education, Health and Care Plans (EHCPs). These cloud-based tools will support the Council in managing processes efficiently and consistently.

Wirral Council is a metropolitan borough in the Liverpool City Region, responsible for delivering a wide range of services to residents, including education, social care, transport, and community support.

Invision Services specialises in innovative SaaS solutions for local government and education, with expertise in digital audit tools that improve oversight and service delivery.

The contract was procured through the NHS Shared Business Services Cloud Solutions 2 framework agreement (SBS10256).

Nous Group supporting University of Edinburgh

Bramble Hub, and our partner Nous Group, have won a contract with the University of Edinburgh to provide independent strategic advice.

The University of Edinburgh is one of the UK’s leading research-intensive institutions, educating a global community of students and contributing to Scotland’s economic, cultural, and civic life.

Nous Group is an international management consultancy with deep higher-education expertise, known for practical strategy, organisational performance, and transformation support that helps clients realise measurable outcomes.

Royal Borough of Greenwich selects TechnologyOne for new finance system

Bramble Hub, working in partnership with TechnologyOne, has secured a contract with the Royal Borough of Greenwich for the delivery of a modern, cloud-based finance solution.

The project will implement TechnologyOne’s OneCouncil SaaS platform, providing Greenwich with a comprehensive finance and back-office system. The solution includes core financial management, supplier invoice scanning, and options to expand into HR, payroll, and cash receipting over the course of the agreement.

The Royal Borough of Greenwich is a London local authority serving over 289,000 residents. It is responsible for providing a wide range of services including housing, education, social care, transport, and community support.

TechnologyOne is a leading enterprise software company that delivers SaaS solutions designed for public sector organisations. Its OneCouncil platform streamlines operations, increases efficiency, and enhances reporting and decision-making across local authorities.

The agreement was procured through the Crown Commercial Service RM6285 Back Office Software Framework, ensuring a compliant and competitive route to market.

Moorhouse to deliver consultancy at Cambridge University Hospitals

Bramble Hub, together with our partner Moorhouse Consulting, has secured a new contract with Cambridge University Hospitals NHS Foundation Trust (CUH).

The six-month engagement will provide specialist consultancy services under Lot 3 (Complex and Transformation) of the RM6187 Management Consultancy Framework Three. The work will focus on supporting CUH through complex organisational transformation, ensuring the Trust continues to adapt and deliver high-quality services in a fast-changing healthcare environment.

Cambridge University Hospitals is one of the largest and most renowned NHS Trusts in the country, operating Addenbrooke’s Hospital and the Rosie Hospital. Situated at the Cambridge Biomedical Campus, it provides both local and specialist tertiary care, playing a central role in cutting-edge clinical research and education.

Bramble Hub and Project One win strategic pathways contract with Ofgem

Bramble Hub, together with our partner Project One Consulting, has been awarded a new contract with Ofgem to provide strategic pathways design and delivery support.

The project will support Ofgem’s executive leadership team in assessing current organisational performance, developing a shared vision, engaging staff, and building a roadmap for long-term transformation. The team will also establish the delivery architecture – people, processes, and ways of working – needed to embed sustainable change.

Ofgem (the Office of Gas and Electricity Markets) is the regulator for the electricity and gas markets in Great Britain. Its role is to protect the interests of consumers by promoting competition, driving innovation, and ensuring energy companies operate fairly and transparently. Ofgem also oversees the transition to a low-carbon energy system, balancing affordability, security of supply, and sustainability.
