Grant Thornton to Deliver Consultancy to Dumfries and Galloway

Bramble Hub and our partner Grant Thornton have been awarded a contract by Dumfries and Galloway Council for the provision of consultancy services. The exercise forms part of a programme by the South of Scotland Business Infrastructure Programme (SOSBIP) to examine and remedy a shortage of high-quality business premises in the region.

Grant Thornton is tasked with delivering three business cases for intervention in the property market, in order to “… address market failure in the supply side [of commercial property] that is undermining growth in the economy of the South of Scotland”.

Dumfries and Galloway Council is a unitary local authority covering a population of around 150,000 people in SW Scotland.

The project was awarded via Management Consultancy Framework Three (MCF3) from Crown Commercial Service.

Whitespace Work Software Helps South Derbyshire Run Innovative Carbon Reduction Project

Whitespace Work Software is a Bramble Hub partner specialising in providing waste management software. Together, we have seen some success with local authorities, with solutions being delivered into Eastbourne Borough and Aberdeenshire Councils. Whitespace brings advanced technology to the difficult business of waste management, enabling real-time contact with crews, route optimization, online customer service, and more.

One of the reasons that councils invest in such technology is to reduce CO2 emissions: local authorities are committed to tough carbon reduction targets. And while many local authority operations can be decarbonised relatively easily, this is certainly not true of waste collection, which (necessarily) requires the use of a fleet of large and heavy vehicles.

In our latest joint project, Bramble Hub and Whitespace are participating in a fascinating carbon-reduction trial with South Derbyshire District Council, aimed at exploring ways to reduce the CO2 emissions from rubbish collection lorries via the use of hydrogen to partially replace diesel fuel.

The technology being  piloted by South Derbyshire allows trucks to burn a mix of hydrogen with diesel. Hydrogen, of course, produces only water when burned; this means that – in theory at least – burning a fuel mix that is 30% hydrogen and 70% diesel should result in something like a 30% reduction in carbon emissions.

Because much of the hydrogen technology is still in its development phase there are so many operational variables to be considered. The Council is going to test two refuse collection vehicles upgraded with the new hydrogen technology and compare performance with two traditional diesel lorries. To run the trial requires the collection of real-time data from the refuse collection vehicles being monitored, and this is where Whitespace comes in: their software will be installed in the four test trucks, allowing the Council to compare the overall performance of the hydrogen duel-fuel technology vs diesel.

The project, which is being joint funded by South Derbyshire District Council and D2N2 Low Carbon Growth Fund, is being led by  the Climate and Environment Officer at South Derbyshire, who explains that simply replacing the Council’s fleet of 22 refuse collection vehicles with zero carbon emission vehicles  is currently  not viable:

“Many Councils may be able to start upgrading their smaller vehicles with zero or low carbon, , but the cost for zero or low carbon heavier vehicles, such as those used in the refuse collection rounds are prohibitively costly.  It is expected that the cost of new low carbon emitting trucks and heavier vehicles  will come down over time, but for now, South Derbyshire  want to  understand  how commercially viable a hydrogen duel-fuel solution would be and operationally how hydrogen can be stored and used effectively at the Council’s Depot.”

Whitespace’s software allows every aspect of the experiment to be monitored, says the Climate and Environment Officer: “It’s not just about comparing the power and emissions output. We will be  monitoring operational  behaviour, refuelling time, as well as the  cost-benefit analysis of upgrading the test vehicles. The software ensures that operators  do their daily checks – vehicle safety,  damage, weather conditions,  collection start and end times, and daily issues, to help the  analysis.

The project involves a number of partners: “Whitespace (via Bramble Hub) are delivering the IT, ULEMCo are providing the hydrogen dual fuel conversion kits, and Octopus Hydrogen are supplying the hydrogen, a mobile pressurized container and the refuelling system.”

The project is being part-funded by D2N2, the Local Enterprise Partnership (LEP) for Derby, Derbyshire, Nottingham and Nottinghamshire as part of their Low Carbon Growth Fund. The trial, if successful, could bring significant environmental benefits far beyond South Derbyshire. Will Morlidge, Chief Executive of D2N2 LEP said “Hydrogen dual fuel conversion could be a significant next step in reducing the tail pipe emissions of heavier vehicles. D2N2 is co-funding this project so we can share the learning and data with local stakeholders and other interested parties as a potential low carbon solution for organisations running heavy vehicle fleets”.

DOS5 Framework Extended To June 2023

Crown Commercial Service has announced a further extension to the Digital Outcomes and Specialists framework 5 (DOS5). The framework is now due to close on 14th June 2023. This follows a previous three-month extension that moved the closing date from January to April.

Bramble Hub will continue to provide services on Lot 1 (Digital Outcomes) and Lot 2 (Digital Specialists) until the new closing date, and is also, as we recently announced, a supplier on DOS6, Lot 1 (Digital Outcomes).

Durham County Council goes for Xn Leisure

Durham County Council has selected Bramble Hub, in partnership with Xn Leisure, to provide software to manage the Council’s leisure centres.

Under the contract, Xn will supply a number of modules of its Leisure Hub software suite, including Online Joining, Online Booking, Timetable and Staff Portal. Additionally the deal includes On Course (for management of courses) and a suite of management tools to support the Council’s reporting, finance and marketing activities.

The contract is for a five-year term, with the option to extend for a further two years. In addition to supplying the software, Xn will provide testing and training services.

Extension Announced to the Technology Online Purchasing Content Framework

Crown Commercial Service (CCS) has announced that it will extend the Technology Online Purchasing Content – RM6147 (TOPC) framework by six months, to close on May 18th, 2024. The TOPC framework is used by public sector organizations to purchase low complexity technology products.

Originally due to expire on November 18th, 2023, the extension will provide public sector organizations with additional time to use the framework to procure technology solutions. The TOPC framework offers a range of technology products and services, including hardware, software, and related commoditised services.

Growing together: MH&A and Bramble Hub

This Spring marks the fifth birthday for a Bramble Hub consulting partner, MH&A.  Founded in 2018 by Professor Matt Hamnett, MH&A works with clients in and around the education and economic development sectors to deliver exceptional outcomes.

The firm has grown at a rate of around 100% per year since 2018, working with Central Government departments, agencies and strategic suppliers – both in the commercial and charitable sectors.  Growing so quickly has required the firm to maintain a really sharp view of what it is – and what it wants to become.

“Over the last five years, our clients have guided our approach – and driven our growth” says Matt.

“Their feedback has taught us that our focus on purpose and outcomes – and the way in which we put experienced, expert colleagues ‘on the pitch’ to help them solve problems – differentiates us from our larger competitors”

Rapid growth has also meant substantial recruitment.  “We’ve worked hard to make the firm a place where experienced practitioners can come together, be themselves and work with clients that interest them – whilst also creating opportunities for colleagues early in their careers,” says Matt.  MH&A already has a graduate scheme supporting four young colleagues – plus a placement year intern who will return after graduation in 2024.

The firm’s partnership with Bramble Hub spans its full five years of operation.  “Given my and several other colleagues’ backgrounds, and interests, working with public sector clients has always been a priority,” says Matt.  “Our partnership with Bramble Hub has enabled us to compete for and win work that we wouldn’t have otherwise seen – and has enabled us to develop new business with the confidence that our clients will have a route to market with us.”

What might the next five years have in store for MH&A? Further growth, yes – but at a gentler pace.  “We’ve grown so quickly because our clients have asked for our help, and we’ve been able to recruit amazing colleagues at the rate required to service those demands,” says Matt.  “We want to keep growing at a more modest rate now, so that we can continue to support our clients – and so we can create space for our brilliant people to progress.  That might be closer to 10% than 100% though.”

Department for Business, Energy and Industrial Strategy to Work With MH&A

Bramble Hub and our partner MH&A have been appointed to carry out work for the Department for Business, Energy and Industrial Strategy.

Since the project award, the Department has been restructured, and its functions divided into three new departments.

MH&A are experts in strategy, policy and transformation, with significant experience in the Central Government and Education sectors.

Bramble Hub Named as a Supplier on Vertical Application Solutions Framework

Bramble Hub is pleased to have been named as a supplier on the new Vertical Application Solutions Framework (VAS – RM6259) from Crown Commercial Service (CCS).

The Framework launched on 7th March 2023 and will run for two and a half years, with the expiry date set for 6th September 2025. Bramble Hub will be able to supply on all five lots:

  2. Education, Community Health and Social Care Solutions

  3. Housing, Environment and Planning Solutions

  4. Citizen Services

  5. Blue Light Solutions

The VAS Framework, together with the Software Design and Implementation Services (RM6193) and Back Office Software (RM6194) Frameworks, replaces the Data and Application Solutions Framework (RM3821), which will close for new business on 22nd May 2023. Peopletoo Supporting Nottingham City Council Restructure

Bramble Hub partner Peopletoo is providing consultancy services to Nottingham City Council in order to support the restructure of its property management functions.

Nottingham City Council owns a property portfolio of over 3700 assets. Following a review of its property management services, it is undertaking a restructure, and has appointed Bramble Hub and Peopletoo to help the Council merge its three property functions into a single holistic Corporate Landlord function.

Peopletoo is a specialist consultancy provider to Local Government, offering the design and implementation of affordable and outcome-focused services.

The project was awarded under Management Consultancy Framework Three from Crown Commercial Service.
