Procurement Consultancy for London Mental Health NHS Trust

In partnership with our specialist consulting partner CURSHAW, Bramble Hub has been awarded a consultancy contract by Barnet, Enfield and Haringey Mental Health NHS Trust.

Under the contract, CURSHAW consultants are to advise the Trust on the procurement of Community Mental Health Integrated Voluntary and Community Sector (VCS) Services.

The Trust, which covers a part of north London, serves a population of 1.2 million, employs more than 3,300 staff, and operates from over 20 main sites in the community.

The contract was awarded via the Management Consultancy Framework Three from Crown Commercial Service.

risual to provide IT Managed Service and Security Operations Centre to the SSRO

risual, a Bramble Hub partner specialising in managed services and IT solutions, will be providing a fully-managed IT Service to the Single Source Regulations Office (SSRO), including a Security Operations Centre (SOC) from April 2023.

The award of the contract coincides with the SSRO’s plan to move to a new London-based location, and a further shift of the SSRO’s Microsoft based IT systems to an entirely remote infrastructure. Currently, the IT managed service (ITMS) and the SOC are operated by two different suppliers under separate contracts. risual will be taking the lead across the whole service upon the expiry of these contracts, and additionally plan and implement the transition to the new services, subcontracting with e2e assure Ltd. for the specialist SOC service.

The SSRO is a non-departmental public body sponsored by the Ministry of Defence. It is responsible for overseeing the Single Source Procurement Framework established by Part 2 of the Defence Reform Act 2014 and plays a key role in the regulation of single source, or non-competitive, defence contracts.

Institute for Apprenticeships & Technical Education opts for MH&A

Bramble Hub and our partner MH&A have been awarded a contract by the Institute for Apprenticeships & Technical Education (IfATE).

IfATE has set out to update its internal processes and systems. During this project, MH&A will deliver a detailed options appraisal for the upgrade or replacement of two systems:

  • The Institute Data service, which holds the key data required to approve apprenticeships and other technical education products
  • The Apprenticeship Builder which allows the development of apprenticeship content

IfATE is a non-departmental public body sponsored by the Department of Education. Its mission is to enable employers to co-create high quality, cost-effective apprenticeships and technical qualifications, so that every employer and individual gets the skills they need to succeed.

The project was awarded under the Management Consulting Framework Three (MCF3) from Crown Commercial Service.

Partner Focus: Transforming Care

Transforming Care, a Bramble Hub consulting partner, was founded in 2014 by Richard Cohen. As the company’s name suggests, Richard is passionate about bringing positive change to organisations that provide health and care services to people and communities. The company specialises in organisational and system change, from strategy through to implementation. “We are regularly contracted to produce business cases, mobilize and help deliver complex programmes of work, support with cost improvement, and optimise use of technology,” Richard explains.

Richard’s career began in the private sector. “I started out in Barclays’ graduate programme doing project and change management, and then felt I wanted to contribute socially, so I became an IT and Business teacher. That was less rewarding than I expected, so I moved into local government (at Salford Council). There, I honed my programme and project management skills, and then switched to consultancy – first with Deloitte, then Ernst and Young. Most of my time there was spent delivering health and social care engagements.”

Now, he runs Transforming Care using an associate model, and a hand-picked network of highly experienced consultants.

“Most of our engagements involve two to three people. We offer face-to-face interaction with senior people in all our engagements and offer significantly better value for money than larger consultancies. We have been involved with over 20 significant engagements and touched in excess of 100 organisations spanning central and local government, acute and specialist care provision, health commissioning, community healthcare (both mental and physical), social care, the voluntary and community sector and most recently life sciences (with a focus on medical devices)”

Richard has spent a significant amount of time thinking about the NHS and its problems, and it is clear, when one talks to him, that he cares deeply, and wants to make a difference. Asked which are the biggest issues that need solving, he reels off a long list: “The NHS waiting lists, general inefficiency and a lack of productivity, sub-optimal leadership, increasing the use of technology, making it an attractive place to work, partner relationships, rebalancing the relationship/social contract with the public around expectations….the list goes on…”.

He believes that the NHS’s deepest problems are structural: “The NHS can never solve the problems of the NHS from within – this needs external help from the broader public sector as the pressures on the NHS are often symptoms of problems elsewhere e.g. poverty, poor diet, homelessness, lack of housing, worklessness etc. . The Healthcare system needs more standardisation and better-defined red lines on what it will and will not provide. It needs to be an attractive place to work for talented people..”

When he isn’t trying to change the world, Richard claims to be a budding chef with a flair for Southeast Asian and Mediterranean cuisine and a DIY enthusiast.

Department for Education Picks Bramble Hub and Magia Consulting

The Education and Skills Funding Agency (ESFA) has opted for Bramble Hub and our partner Magia Consulting to support and develop systems for ESFA’s Data Science and Data Solutions services.

ESFA is an executive agency sponsored by the Department for Education, with responsibility for education, children’s social services, higher and
further education policy, apprenticeships and wider skills in England, and equalities.

The contract, which will run for two or (with extension) three years, will require Magia to manage a range of technical systems and services, including:

  • Oracle Weblogic and Intelligent Adviser
  • Microsoft Azure
  • Programming environments including .NET, .NET Core, C#, Java and JavaScript

Magia Consulting are global policy automation experts, with expertise in Oracle and Microsoft technologies.

The tender was issued within the Technology Services 3 Framework (TS3) from Crown Commercial Service.

Whitespace to Provide Comprehensive Waste Management Solution for Aberdeenshire

Bramble Hub, in partnership with Whitespace Work Software, has been awarded a contract to provide Whitespace’s software and services to Aberdeenshire Council, in order to digitise and automate the Council’s waste collection services. The Council’s tender documents state that the system “… will allow the frontline crews to receive and send collection information during the day and therefore provide real-time information to the back-office and customers”.

The online system will be provided as SaaS (software-as-a-service) by Whitespace, who will host and support the software on the Council’s behalf. It will be integrated with the Council’s website and resident mobile app as well as the Council’s CRM system. Additionally, Whitespace will provide in-cab systems, allowing crews to access the software, and the Council to manage collections in real-time.

In order to deliver these services, the Council has purchased the following Whitespace modules:

Mike Nicholls, Whitespace’s Commercial Director, says “We will be helping the Council to streamline its services across the board. As well as municipal waste collections, we will be dealing with the full range of commercial waste services, including contract management and legal documentation.”

The route optimisation module will be used to reduce the mileage driven (and so also cut carbon emissions), as well as be used to help the Council transition to three-weekly collections.

Aberdeenshire Council covers a mostly rural area with a population of around 243,000 people.  The Waste Service collects recycling and waste from 120,000 homes and 4, 000 businesses, along with functions to support this and street cleansing duties. There are 6 collection depots with up to 80 collection vehicles and vans.

The project was funded by Zero Waste Scotland, and the tender was issued under the Data and Application Solutions Framework from Crown Commercial Service. The agreement will run for an initial three years, with scope for extension by an additional one or two years.

Andrew Sheridan of Aberdeenshire Council, says of the partnership: “We are looking forward to working with Whitespace to help us increase productivity by removing the current paper-based processes, improve the safety of employees and the public and provide better communication and information flow to residents and businesses.”

Start Date Announced for G-Cloud 13 Lot 4

As we wrote back in December 2022, Crown Commercial Service launched G-Cloud 13 as two separate frameworks: Lots 1-3 and Lot 4. While the former launched as planned in November, the latter was left without a launch date while CCS continued to work on the portal for the new framework.

CCS have now announced that G-Cloud 13 Lot 4 will open for business on 13th March 2023.

Although this is a G-Cloud framework, it will not offer direct award, and has no catalogue, and instead will operate along the lines of all other CCS competitive frameworks.

Bramble Hub and Stallions Solutions Provide Microsoft Support to Telford and Wrekin Council

Bramble Hub and our partner Stallions Solutions have been awarded a project by Telford and Wrekin Council for the support of the Council’s existing Microsoft systems.

The contract covers the Council’s Microsoft Dynamics, Sharepoint, Power Platform and .NET systems, and is due to run until August 2024, although it contains provision for a further one year extension.

Telford and Wrekin is a borough and unitary authority in Shropshire, England, covering a population of around 185,000.

Integrated Skills to Supply Routing Technology to NE Consortium of Local Authorities

A partnership of seven local authorities in the North East of England has agreed a new four-year contract with Bramble Hub and our partner Integrated Skills (ISL) for the provision of RouteSmart for ArcGIS routing software. The seven authorities are:

  • Newcastle
  • Hartlepool
  • South Tyneside
  • Durham
  • Northumberland
  • Sunderland
  • Gateshead

From December 2022, ISL has been providing the following products and services:

  • RouteSmart for ArcGIS licences and updates
  • ArcGIS licences and updates
  • Secure hosting in a Tier 2+ secure and PCI compliant datacentre with ISO27001
  • Full office-hours and out-of-hours support

RouteSmart has delivered significant savings to a number of local authorities, by optimising routes and minimising mileage while enabling responsive waste-collection services. As well as providing financial savings, RouteSmart is deployed to reduce carbon emissions and help authorities meet their environmental targets. Many of the authorities having integrated RouteSmart for ArcGIS into their business processes, reporting and CRM services. There is already a strong community of RouteSmart users across the Partnership.

The Partnership opted to award the contract via the Data and Application Solutions Framework (RM3821) from Crown Commercial Service, which provided a simple, but fully compliant route to contract award.

Stuart Henshaw, Business Development Director at Integrated Skills commented, “We are delighted to be working with these seven authorities on this new contract. Government policy on waste means that there is an increased requirement for all authorities to be evaluating any policy changes on their waste services and these all have an impact on their routes.”
