Technology Services 4 (TS4), officially known as RM6190, is Crown Commercial Service’s flagship procurement agreement for public sector IT needs. Launched in December 2025 to replace the previous Technology Services 3 agreement, it provides a compliant and efficient route for central government, local authorities, and NHS bodies to source a complete range of digital services, from high-level strategic consultancy to day-to-day operational support and major digital transformation programmes.
A key innovation in TS4 is its revised lotting structure, which is specifically designed to open the market to a wider range of suppliers, particularly SMEs. Alongside the standard major lots for large-scale contracts, the framework introduces specific ‘Lower Value & Complexity’ sub-lots (Lots 3a, 4a, and 5a). These new categories allow public sector buyers to run faster, lighter-touch competitions for smaller projects, making it easier to access specialist expertise without the administrative burden often associated with large corporate tenders.

This lot focuses on the high-level planning and architectural phases of IT projects. It connects public sector buyers with suppliers who can provide strategic consultancy, enterprise architecture, and service design, helping organisations define their technology roadmaps, identify gaps in their current systems, and design future-proof services before any technical implementation begins.
Lot 2 is designed for managing complex, multi-vendor environments and overseeing major service transitions. Suppliers on this lot act as an integrator, ensuring that various IT services from different providers work seamlessly together, while also managing the risks and operational audits associated with moving services from one platform or supplier to another.
Covering everything related to the end-user’s direct experience, these lots provides support for hardware, software, and communication tools. It includes services such as device management, unified communications, and user training, with Lot 3a available for smaller-scale or lower-complexity requirements to help buyers access specialist SME support more easily.
These lots are dedicated to the “back-end” systems that keep public services running, including networks, cloud platforms, and data centres. It allows buyers to procure services for managing hosting, security operations, and network connectivity, and like Lot 3, it has a related Lot 4a for smaller, less complex infrastructure projects.
Suppliers on these lots manage the lifecycle of software applications and the data they process. Services include DevOps, software development, data warehousing, and database management, ensuring that applications remain secure, updated, and functional, with Lot 5a available for lighter-touch or specific data projects.
This is a multidisciplinary lot for large-scale, high-risk digital transformation programmes that require a combination of services from across the other lots. It is intended for strategic partnerships where a supplier takes responsibility for delivering a complex, end-to-end change programme that fundamentally reshapes how a public sector organisation operates.
