Background
High Speed Two (HS2) Limited is the company responsible for developing and promoting the UK’s new high speed, north-south railway. Phase One will connect London with Birmingham and the West Midlands; Phase Two will extend the route to Manchester, Leeds and beyond.

HS2 Ltd was planning to let a number of major contracts, requiring financial and economic evaluation of tenders and used Crown Commercial Service’s Management Consultancy Framework RM3745 to select a company with relevant financial expertise to support the work.
